Wasn't true to size cut small at the waist and upper thigh

I’m a short guy and these pair of pants are long. This mean than as I have to tailor them down I will loose the flare fit that I was looking for because the flare look is small on the knee and very open at the very end, so when I send them to cut I’ll loose nice part of the flare look. In the waist they’re nice
