Pants fit , but short at the legs

I saw that FN listed this as High Stretch material so I went a size down and now I regret it. I was able to put it on but it's very very tight and extremely tight around the waist. I should had just bought my normal size of 13 instead of going down to size 11. It would had been perfect in my normal size.
