Very cheap material. Wasn't happy

I bought this set to wear to a mermaid-themed cocktail party. The skirt fits weird, like the lace up detailed part is supposed to sit on your hips, just above your waist. From the back it makes my butt look low. Idk how to describe it but I was a little let down. I will still wear for the party but I don't see myself getting much use out of the skirt since it doesn't fit how I would prefer. Maybe this will look better on someone who's more shaped like the model. For reference I am 5'3 , 115 lbs, petite.
