It’s Cute but I don’t know how to make it look like the photo

This dress is good without the scrunchie. I can put a puff sleeve under it and wear it to church. It’s loose in the right places. I couldn’t figure out how to scrunch it up like the photo to make it flare. I’ll have to play with it. when I tried it the first time the scrunch was getting stuck so I just pulled it all the way down.
