XS is too big for petite/slim thick bodies

Usual Size: XS
Color: Lime
Wife is 5'1" and 100 - 110 LBs. Normally she wears XS lingerie and swimsuits, and it grips her very tight. This one had so much extra slack, its not even attractive. She wont wear, and I cannot return. Maybe an XXS would have fit??
