Skirt is cute, but top is odd

Size Purchased: XS

Usual Size: XS

The skirt looks cute, but it's not stretchy. During walking or dancing the skirt doesn't stay in place.. It naturally wants to go up as my hips don't fit naturally in the skirt. Top doesn't fit for small chest size in general (cup and width, I got 32C). So I'd say skirt runs a little small and the top runs a little big.
