Cute shorts but totally disappointed because item run small

I got these with the hops of wearing them to Florida and maybe I could but they are a bit ill fitted on me. I have a fupa but no hips and minimal butt so these don’t do it for me. there is too much room in the thighs. I am normally a 14 in straight sizes. wasn’t sure which would fit and how much stretch there would be. Stretch is good. I ordered two sizes - 14p and 15. the 15 is smaller than the 14p. with the stretch and fitting of the 15 I could have gotten a 13.
