Too small very very tiny for someone with extremely little breast

I am 5'9", weight 180lbs, have 36DD/DDD chest, have an hourglass figure, and wear a size 12 or 14 (depending on the brand). I bought a large (L). The first issue I had was they sent me a worn/dirty swimsuit. While the tag was on the top, there was no liner on the bottoms and there were stains on the bottoms in the crotch. Check your swimsuits before trying them on ladies! Beyond that, it's still not a good suit. The model in the picture must have a small chest. Because I bought a L and the top barely covers my nipples, and only if I show underboob. At least 0.5-1 inch of underboob shows if I want it to cover my nipples. The middle of the top is 3 inches wide, and the sides (on top of the boobs) are only 4 inches wide... doesn't cover my chest AT ALL. I didn't try on the bottoms to see if they fit (because they were used/dirty). Good news is Fashion Nova is handling it professionally.
